The possibility of FC Barcelona returning to the Spotify Camp Nou to play behind closed doors is unfeasible without a municipal license, as the club would need to meet specific regulations even in the absence of spectators. This is especially crucial if Barcelona is forced to return to their stadium before receiving an extension to continue playing at the Olímpico Lluís Companys until at least April 30.
David Escudé, Barcelona’s Councilor for Sports, emphasized that any activity, even without the public, must adhere to strict regulations in order to receive the necessary permits. "The permits and licenses we provide for primary activities, even without the audience, must meet certain requirements," he stated in an interview.
Escudé, who is well-acquainted with the ongoing construction at the Spotify Camp Nou as the district councilor for Les Corts, reiterated that regardless of when Barcelona returns to the stadium, the new facility must meet all current regulations to secure a municipal license.
"Barcelona will only be able to return once the first phase of construction is completed, which includes the first and second tiers with a capacity of 60,000 spectators, and when the City of Barcelona, along with all relevant departments, gives final approval. Without the signature, there can be no activity; it would be a criminal offense for the club, and we would be forced to close the stadium. It would be unthinkable," Escudé stressed.
Barcelona has requested an extension to delay their return to Spotify Camp Nou until May, as BSM (Barcelona de Serveis Municipals), which manages the Olympic Ring facilities, may soon finalize an agreement to host the Rolling Stones' tour kickoff. This would create logistical challenges for both the rock band and the football team, who would need several weeks to prepare and rehearse.
Escudé acknowledged the legal implications of any contracts BSM may have with third parties, such as the Rolling Stones, and indicated that discussions will be held between all involved parties. "I don’t know the legal situation of contracts BSM might have signed with third parties, but I understand that they will sit down with the group, which seems to be one of the major global acts about to begin a world tour, as well as with Barça," he said.
The councilor pointed out that BSM, as a municipal entity, has autonomy in its decision-making, and the city council is kept informed of the actions taken. Nonetheless, Escudé hopes that an agreement will be reached, as it is in everyone's best interest to have Barcelona host a major cultural event, while also prioritizing the city's commitment to sports. "It is essential to balance sports events with concerts," he remarked.
Municipal License Essential Even for Closed-Door MatchesIf Barcelona does indeed have to open Spotify Camp Nou in a rush, even without spectators, Escudé reminded that they would not be allowed to do so without the proper municipal license. "We must ensure that the stadium complies with all safety regulations, guaranteeing that spectators are 100% safe," he reiterated.
The license will also be necessary if the club decides to play the first few weeks without an audience. "If there’s no public, the criteria are lower, but whether it's a small candy shop or a candy factory, both need to meet a series of requirements," Escudé concluded.
