Manchester City and Chelsea are two of the richest and most successful clubs in the Premier League, and they have the ability to spend millions on new players every summer transfer window. While they have the money to purchase players for high transfer fees, the clubs are in danger of facing consequences. Both clubs are in danger of breaching FFP rules, and Man City reportedly has 115 charges that will soon be resolved. While these two clubs have yet to be punished for these alleged breaches, the Premier League confirms that teams other than Everton will face a point deduction this season.

The Premier League confirmed that Nottingham Forest had been deducted four points, which leaves them in the relegation zone with 21 points in the 18th position. Luton Town is now 17th in the Premier League table with 22 points. Ben Jacobs reports that Forest is credited with "exceptional cooperation" but found to be £34.5m over the £61m threshold for losses. They are over around $43 million over the $77 million threshold for losses. Nottingham Forest is currently considering an appeal after a four-point deduction. The decision is up to the club and its lawyers.
Jacobs also reports that "the independent regulatory commission concluded that the 'late' sale of Brennan Johnson to Spurs was not a mitigating factor. Documents show Atletico Madrid tabled a €50m offer on June 30 with Forest making a same-day €65m counter. Brentford also made multiple offers prior to Johnson's £47.5m switch to Spurs on September 1. Forest argues Brentford made a £30m informal approach before the 30 June PSR deadline, and Johnson didn't want the move.

Everton got docked six points (10 originally) for a $24 million breach, but the panel states they provided "incorrect information," leading to a larger punishment. Everton fans do not understand how inconsistent the rules are for both teams, and Forest's breach was to be $43m. Meanwhile, other Premier League fans are angry at the slow progress in punishing Man City, which has 115 charges.
