This is because in 2021, the club was punished because they offended the fans of the Indian club FC Goa after posting offensive content on their social networks. Given this, the Indian football federation made a complaint about the subject and Persepolis was penalized. Although this punishment was two years ago, the suspension became valid until now because the Iranian team did not participate in the previous year's edition.
